The Veterinary Spay/Neuter Inoculation Program (VetSNIP) is sponsored by the Niagara Frontier Veterinary Society. It is designed to increase public awareness of the value of spaying or neutering dogs and cats and to offer financial assistance for low-income community residents.
Pet owners with demonstrated need for financial assistance to spay/neuter a dog or cat may be eligible. Need is determined via Social Services benefits card. For seniors a Medicaid card may be used. Owners call the veterinarian directly to schedule an appointment for surgery at the most convenient participating hospital. They must bring their Social Services card with them to the appointment to verify need. Payment is expected at the time of service with cash or credit card.

NEW YORK STATE LOW COST SPAY/NEUTER FOR PEOPLE ON PUBLIC ASSISTANCE
To be eligible to receive a low-cost spay or neuter surgery for your dog or cat:
- the owner must be a resident of New York State
- dogs must be licensed in New York State
- owner must provide proof that they are on one of the following: Temporary Assistance, Food Stamps, Medicaid, Low Income Housing program, SSI.
To prove that you are in receipt of Temporary Assistance or Food Stamps you can provide a copy of your notice “Action taken on your Application” or “Action taken on your Recertification” with your application voucher. For other services you should provide a recent statement of benefits or a signed statement from your Social Services contact.

The owner fills out the application and submits it to the NYS Department of Agriculture and Markets, Division of Animal Industry. The department will process the application and send a voucher with a list of participating veterinarians. The owner pays a $20.00 co-pay fee to the veterinarian at the time of surgery. If the veterinarian requires certain pre-surgical immunizations, the charge to the owner may not exceed one half of the lowest cost which is charged to a private client. |
PET EMERGENCY FUND
The Pet Emergency Fund (PEF) is sponsored by the Niagara Frontier Veterinary Society. PEF is an animal assistance organization that helps defray the cost of emergency veterinary care for owners unable to meet the expense of the services. The Pet Emergency Fund was implemented by local veterinarians and is intended for a one-time intervention in a life-threatening situation for an otherwise healthy pet. The PEF is a 501(c)(3) not for profit organization and is solely by private donations. The PEF welcomes donations in order to continue this effort. Donation boxes and envelopes are available at all local veterinary hospitals.
